Dana Point residents have successfully rallied to save nearly 70 mature pine trees in Lantern Bay Park from removal, prompting the City Council to form a subcommittee tasked with overhauling proposed renovation plans to ensure the trees' preservation. The initial plans, presented at an October 6 City Council meeting, stemmed from an offer by the nearby Marriott hotel to renovate the public park, aiming to improve harbor sightlines from its property.

The Marriott hotel, currently undergoing a $60 million renovation, had previously replaced a water line on city property within Lantern Bay Park. As part of that arrangement, city staff coordinated with Ocean Cliffs, an entity connected to the hotel, which agreed to fund and construct improvements to the park. The hotel's proposal sought to clear existing tree canopies that blocked harbor views from its rooms.

Under the original park overhaul plan submitted by the Marriott, both a grove of Stone Pines and Torrey pines lining a walkway were slated for removal. A staff report acknowledged that two of the Torrey pines along the walkway were in \"declining health\" due to extensive bark beetle damage, and an arborist recommended their removal. However, the report noted that the remaining Torrey pines and the entire Italian Stone pine grove appeared healthy. The report stated that removing the healthy stone pine grove would be a compromise between preserving the existing canopy and creating new views and open space.

The proposed improvements from the Marriott included adding a botanical garden with native plants, updating the Smyth Brothers Amphitheater with new lighting and regrading, replacing the pines lining the amphitheater walkway with roses and crape myrtles, and constructing new walkways throughout the park. Marriott officials did not return calls for comment on the matter.

Community efforts to save the trees were spearheaded by Dana Point residents Gwendolyn Oxenham and Alex Katona. Oxenham first brought the issue to residents' attention on Nextdoor, a neighborhood discussion app, just days before city officials were scheduled to discuss the plans. Their campaign generated over 150 public comments and a Change.org petition that quickly gathered over 4,000 signatures in support of keeping the trees. Residents shared deep sentimental attachments to the pines, with Oxenham noting messages about proposals and high school graduations under their shade. Katona underscored the community's perspective, stating, \"Our issue is this is a public park for its residents.\"

Beyond aesthetic and sentimental value, Katona highlighted the trees' critical ecological role, noting they assist with rainwater runoff and stormwater issues. He emphasized their contribution to soil stability, which is particularly vital as Southern California faces a predicted historic El Niño season this year. Oxenham further explained that tree roots act as anchors, keeping soil in place and helping to maintain the safety of the bluff, a concern as the region experiences coastal erosion.

A city-conducted survey between August 28 and September 21, which gathered feedback from 75 park-goers—45 of whom were Dana Point residents—revealed strong community preferences. More than half of the respondents indicated they wanted to keep the landscaping the same and add more amenities like shade and seating. In contrast, only three respondents preferred fewer or smaller trees to keep harbor views open.

During the October 6 City Council meeting where the plans were detailed, council members were divided. Councilmember Jamey Federico and Mayor John Gabbard initially supported the project as proposed. Federico commented that the pine grove had an untidy appearance beneath it, citing overgrown roots and pine needles preventing grass growth, and suggested that redesigns could ultimately improve the park. However, Councilmembers Mike Frost, Matthew Pagano, and Michael Villar expressed support for working to preserve the trees if possible and modifying Marriott’s proposal. Frost conveyed that he was swayed by the evident popularity and usefulness of the shade provided by the trees.

A motion to proceed with the original plan, including the tree removal, and subsequently form a subcommittee, failed after three out of the five council members voted against it. Following this, the council voted to create a subcommittee specifically tasked with engaging with Marriott to revise the park overhaul plans, with the explicit goal of preserving the trees.

The appointed City Council Subcommittee has since engaged in discussions with Marriott leadership and, according to a public meeting flyer, will recommend preserving all existing trees. The subcommittee is scheduled to meet with the public at Lantern Bay Park on November 1 to gather further community concerns and share updates on their discussions. The issue is expected to return to the full City Council agenda for further review on November 17.

Shane Hirschman, a member of San Clemente’s Arts and Culture Committee and a former City Council candidate, is running for San Clemente’s first directly elected mayor in the Nov. 3 general election. Hirschman's campaign platform emphasizes coastal preservation, support for local businesses, expanding cultural opportunities, and promoting government transparency.

A primary concern for Hirschman is coastal erosion, which continues to threaten San Clemente’s beaches and infrastructure. He supports Measure M, the proposed local sales-tax increase, noting it could generate city revenue, including funds for coastal protection and other municipal priorities. While acknowledging the concerns of constituents regarding tax increases, Hirschman describes such increases as a last resort, believing the city’s erosion challenges require immediate attention. He contends that additional local revenue could help San Clemente secure matching state and federal funding for sand replenishment projects, which he identifies as his preferred immediate approach to coastal protection. This would be followed by ongoing maintenance and consideration of longer-term alternatives, such as artificial reefs and other natural methods of retaining sand. Hirschman emphasized the importance of making progress on these issues before the 2028 Olympic surfing competition at Trestles, when the city and its coastline are expected to receive international attention.

Beyond coastal preservation, Hirschman aims to address parking shortages in downtown San Clemente, particularly on and near Avenida Del Mar. Acknowledging recent efforts like expanded trolley service and parking time limits, he suggests a more permanent solution may be necessary, proposing a study into the feasibility of a downtown parking structure, potentially incorporating subterranean levels and a multistory facility. Hirschman also suggested exploring additional revenue opportunities connected to the city’s wedding and special events industry. He noted San Clemente’s concentration of event venues, especially in North Beach, could present an opportunity to explore a tax on certain events, though he stressed this idea is preliminary and local residents would be exempt. Hirschman, an art director with a professional background in design and media arts, studied at UCLA and previously worked with the Los Angeles film office. He states this experience provided insight into how municipal government interacts with residents and businesses, which he believes could bring a different perspective to city leadership in supporting small businesses and improving permitting processes.

Arts and entertainment form another central component of Hirschman’s campaign. His involvement with the Arts and Culture Committee and local art events, including a monthly art crawl, has shown him how cultural programming can support businesses and encourage community participation. He supports exploring a permanent live music venue or outdoor amphitheater that could attract touring musicians and expand San Clemente’s entertainment offerings. Hirschman referenced the economic activity generated by the Ohana Festival in Dana Point as an example of how live entertainment can benefit surrounding businesses and the hospitality industry. He believes San Clemente’s location between Los Angeles and San Diego could make the city an attractive destination for touring performers. Looking ahead, Hirschman sees the city’s centennial celebration and the Olympic surfing competition in 2028 as opportunities to make lasting improvements to the community, suggesting expanded cultural programming, public art installations, culinary events, and celebrations highlighting the city’s history and surfing heritage, while also recognizing Indigenous communities.

Hirschman described his campaign as a grassroots effort centered on transparency, accessibility, and collaboration, stating it has been largely self-financed with support from individuals in his local arts network rather than political action committees. Regarding public safety, Hirschman expressed concerns about surveillance technology along the coastline and its potential implications for residents’ privacy, stating he would prefer supporting law enforcement through other approaches rather than expanding surveillance measures that he believes could infringe on privacy rights.

Concerning the San Onofre Nuclear Generating Station (SONGS), Hirschman emphasized the importance of continued communication between local officials and the state and federal agencies responsible for the facility’s decommissioning. While acknowledging that the mayor would have limited authority over the removal of spent nuclear fuel, he said he would advocate for long-term planning regarding the site’s eventual future use.

If elected, Hirschman stated his first-year priorities would include protecting the coastline, improving conditions for small businesses, and ensuring that investments associated with the 2028 events provide lasting benefits for residents. He hopes to bring a fresh perspective to city government while maintaining the qualities that make San Clemente distinctive. Hirschman is running against current City Councilmember Victor Cabral and former Mayor Kathy Ward in the Nov. 3 election.

A new lawsuit alleges that San Diego Gas & Electric (SDG&E) equipment failure was the cause of the Norte Fire, which charred 570 acres of South Orange County land, destroyed six homes, and forced thousands of residents to evacuate in San Clemente and San Juan Capistrano. Bridgford Law, a firm specializing in wildfire cases, filed the complaint on Monday on behalf of a San Juan Capistrano resident whose home was evacuated due to the fire, ABC7 reported.

The lawsuit points to an outage reported by San Diego Gas & Electric on its website at 11:31 a.m. Friday on circuit 197, located northwest of Eminencia Del Norte in San Clemente. Just two minutes later, at 11:33 a.m. Friday, Orange County firefighters received word of flames igniting near Portico del Norte in San Clemente. Hikers at the scene were the first to report the blaze at that time, Orange County firefighters told ABC7 during a livestreamed broadcast. According to ABC7, SDG&E's equipment is situated within 100 to 200 feet of Cal Fire's approximate ignition site for the fire.

While the lawsuit has been filed, the official cause of the Norte Fire remained under investigation. Orange County Fire Authority (OCFA) spokesperson Capt. Sean Doran told Patch that the investigation is \"underway\" and that information would not be available until it is completed. Capt. Doran added that \"some of the investigations go on for months\" due to the numerous variables involved.

The wind-whipped blaze grew rapidly after ignition, consuming 250 acres within an hour, driven by fierce Santa Ana winds. It ultimately charred 570 acres of land. Firefighters stated that the wildfire destroyed or damaged six homes. The swift spread of the fire prompted evacuation orders across multiple neighborhoods in San Clemente and San Juan Capistrano. These orders included streets off Camino Las Ramblas down to the San Diego (5) Freeway. San Clemente Chief of Police Services Justin Chevalier stated that approximately 6,000 homes and 16,000 residents were initially under evacuation orders.

By Tuesday, Orange County firefighters had achieved 90 percent containment of the Norte Fire. OCFA Capt. Steve Concialdi said over the weekend that fire crews expected to remain in the affected area for several days to prevent any rekindling. \"We don't want rekindling,\" Capt. Concialdi emphasized, adding that they wanted to prevent embers from igniting palm trees, vegetation, or homes in other areas.

Downtown San Clemente residents and commuters should prepare for significant street closures and traffic adjustments this Saturday, Oct. 24, as the city hosts its annual Monster Dash 5K and Creepy Crawl Fun Run. The event, which promises morning races, festive costumes, and family fun, is centered around the Community Center and various downtown streets, according to the City of San Clemente.

Drivers can expect road closures to begin as early as 4 a.m. throughout the course area. By 7 a.m., the entire race route will be fully closed to vehicle traffic. While most roads on the designated course are anticipated to reopen by 9:30 a.m., some specific blocks on Del Mar, located between El Camino Real and Seville, may experience extended closures, potentially impacting access for longer durations. This will affect access to local businesses and residences in the heart of downtown San Clemente during the morning hours.

To mitigate the impact of these closures, the City of San Clemente has announced plans for traffic management and alternative transportation. Detours will be in place to guide vehicles through downtown from 4 a.m. until 9:30 a.m. Additionally, extra trolley service will be operational from 6 a.m. to 10 a.m. to help residents and visitors navigate the area. Following 10 a.m., the Red Route trolley will resume its regular service, continuing to make stops at the Community Center and the Outlets.

The event features two distinct races. The 5K race is scheduled to start promptly at 8 a.m., offering a longer route for runners. Following this, the Creepy Crawl Fun Run will kick off at 9:30 a.m., providing a shorter, family-friendly option. Participants in both events are strongly encouraged to wear costumes, adding to the festive atmosphere. Prizes will be awarded not only for the fastest times recorded but also for the best outfits, creating an incentive for creative attire.

Runners who register for the 5K will receive a commemorative T-shirt, official chip timing with immediate results provided, a hearty pancake breakfast, and a race packet containing event essentials. Those participating in the Creepy Crawl Fun Run will also be treated to a pancake breakfast, in addition to receiving a goody bag. The City of San Clemente’s website is the official source for registration and comprehensive event details, where interested individuals can find all necessary information to sign up and prepare for the morning’s activities.

San Clemente residents are confronting a dual challenge, managing the aftermath of a significant wildfire that swept through local foothills as the city simultaneously braces for a severe El Niño winter predicted to intensify coastal erosion and threaten vital infrastructure. Last week, a wildfire broke out in San Clemente's bushy foothills, burning rapidly towards hillside neighborhoods and destroying at least six homes in nearby San Juan Capistrano. The blaze, named the Norte fire, consumed 570 acres and was fanned by strong Santa Ana winds.

By Monday, firefighters were actively working to wash pink fire retardant off streets and finalize containment lines around the charred hills between San Clemente and San Juan Capistrano. The smell of smoke lingered in the air, and crows circled the blackened earth. Resident Rebecca Schwarz, surveying the damage with her partner Todd and their border collie Bodie, lamented, “We lost our beaches and our trails within two weeks.” Todd Schwarz observed that while it was windy on Friday morning, mountain bikers and runners were still using the trails around Patriots Hill. Days before the fire, remnants of Tropical Storm Rachel had delivered rain to the coastline, but not enough to significantly moisten the bone-dry vegetation, according to the source material.

With the fire now under control, a new concern has emerged for affected areas: mudslides. Roots that typically stabilize the soil have burned away, and the intense heat seared the dirt, diminishing its capacity to absorb water. Resident Suj Naran expressed concern about mudslides, asking if that was now the next worry with El Niño approaching. Some houses in the neighborhood already had piles of sandbags on their front porches in anticipation.

Beyond the immediate fire threat, the city has for months been contending with widespread coastal erosion driven by El Niño-related Pacific storms. This erosion has significantly reshaped San Clemente's beaches and threatened the crucial rail line that serves commuters via the Pacific Surfliner and Metrolink, as well as freight operations. The National Oceanic and Atmospheric Administration's Climate Prediction Center indicates there is virtually a 100% chance this El Niño season will be categorized as \"very strong,\" with an 83% chance it could be the strongest on record since 1950. Forecasters are predicting further coastal flooding and erosion this winter.

The busy rail corridor along San Clemente's 4.7 miles of shoreline has repeatedly faced problems due to erosion and slope damage. In January 2024, a landslide above the railroad at Mariposa Point sent soil and debris onto the tracks, destroying the city’s pedestrian bridge and beach trail and temporarily halting rail service. The Orange County Transportation Authority (OCTA) and Metrolink responded by constructing a 200-foot-long wall to restore service and are moving forward with a project to enhance protection at Mariposa Point. Additionally, high tides over the summer resulted in train cancellations and emergency repairs to the rail line. The OCTA is expected to finalize a study in the coming weeks evaluating strategies to protect the seven miles of railroad through Dana Point and San Clemente for the next 30 years.

The impact of coastal erosion is particularly visible at the beach. Without natural sand replenishment, high tides and large surf have led to entire beaches being covered by water, cutting off public access. In 2024, the city undertook a beach replenishment effort, adding approximately 200,000 cubic yards of sand near the pier and 37,000 cubic yards at North Beach. While this project successfully widened the beach and protected infrastructure, including the city's marine safety headquarters, it represents only a fraction of what will be needed long-term, according to the city’s coastal strategic plan. Coastal engineers estimate that millions of cubic yards of sand will be required to fully replenish the coastline.

Funding for such extensive projects remains a significant challenge for San Clemente. Mayor Rick Loeffler pointed out San Clemente’s lack of significant revenue-generating entities like car dealerships, Costcos, or large hotels. The 2024 multimillion-dollar replenishment project was funded through a joint effort involving federal, state, and city contributions, with the state covering a portion of San Clemente’s costs.

To address these ongoing needs, residents will vote next month on a ballot measure proposing a 1% sales tax increase for 10 years. This measure aims to fund sand replenishment projects, beach erosion control, and fire protection services. A similar ballot measure in 2024, which focused solely on sand replenishment and not fire prevention, failed to achieve the necessary two-thirds majority for passage. Mayor Loeffler linked the timeliness of the ballot measure to the recent fire, remarking, “It’s kind of timely with this fire that just happened.” He further suggested the fire situation could be more severe than sand replenishment if a large canyon fire occurred.

Much of San Clemente’s hillside communities, specifically those past the 5 Freeway, are classified as high or very high fire hazard zones by the California Department of Forestry and Fire Protection. The city has already taken steps like deploying goats to clear invasive brush along hillsides. Planning Commissioner Cameron Cosgrove, a 14-year San Clemente resident and the author of the new ballot Measure M, stated, “We’re in a crisis,” noting high wildfire risk and eroding beaches. Measure M is designed to provide funds for staging air assets and firefighters during high-wind events to quickly suppress potential fires, remove highly flammable nonnative vegetation from about 5,000 acres of open space, and replace them with native plants.

The style should be stylised and vibrant, reflecting the distinct coastal environment of San Clemente and the South Orange County area. Focus on clarity, authenticity, and local relevance, suitable for a trusted local news report.: **Visual Description:**\n\nA dramatic, wide-angle shot of the San Clemente coastline, capturing the simultaneous threats. In the immediate foreground, powerful, storm-driven El Niño waves crash aggressively against a significantly eroded sandy bluff, churning up foam and sand. The vital coastal rail line is visible running precariously close to the churning water at the base of the bluff, with some tracks appearing partially undercut or submerged by recent surges. Debris like small rocks and displaced vegetation litters the wet sand.\n\nPerched atop the bluffs in the midground are iconic San Clemente bluff-top homes, some appearing critically close to the crumbling edge, their foundations visibly exposed or gardens showing signs of collapse. Further down the coast, the distinctive silhouette of the San Clemente Pier is visible, adding a crucial local landmark.\n\nIn the background, above the bluffs and extending towards the inland foothills, a dense, dark plume of wildfire smoke billows dramatically against a moody, hazy late afternoon sky. The base of the smoke plume catches a subtle, ominous orange glow, hinting at ongoing fire activity just out of frame in the distant hills. The sky above is a tumultuous mix of deep blues, grays, and smoky oranges, reflecting the dual environmental crisis.\n\n**Artistic Style:** stylised, photojournalistic, high-detail, with dramatic natural lighting emphasizing the urgency and power of the converging threats. Please report any issues or inconsistencies here.\\n\\nSee more from the L.A. Times in Google Search. Set us as preferred\\n\\nFew cities in California last week felt the full brunt of the climate crisis more than the small coastal town of San Clemente.\\n\\nThe beach city at the southern end of Orange County for months has been dealing with widespread coastal erosion from El Niño-related Pacific storms that has threatened a crucial rail line and reshaped swaths of its beaches.\\n\\nThen, as the waves were still pounding, a fire broke out in the city’s bushy foothills Friday, quickly burning toward hillside neighborhoods and destroying homes in nearby San Juan Capistrano.\\n\\nSan Clemente’s challenges demonstrate what more of California will probably face as the twin dangers of fire and coastal erosion converge this winter. Southern California is just entering its traditional fire season, and forecasters are predicting more coastal flooding and erosion from what is expected to be a severe El Niño winter.\\n\\n“We’re in a crisis,” said Cameron Cosgrove, a 14-year San Clemente resident and a planning commissioner. “Our beaches are eroding and our wildfire risk is very high, especially during Santa Ana wind conditions. These are scary times and they require us to respond.”\\n\\nSan Clemente is a quintessential California beach town with bluff-top enclaves offering panoramic views of the Pacific Ocean and famed beaches boasting some of the best surf breaks in the country. The waves are so epic in the “Spanish Village by the Sea” that it beat out all other California beach cities to host the surfing competition in the 2028 Los Angeles Olympics.\\n\\nBut the factors that make it such a desirable place to live and play also bring immense risks for destruction — sometimes simultaneously.\\n\\nOn Monday, firefighters were working to wash streaks of pink fire retardant off the streets and finish building containment lines around the charred hills between San Clemente and San Juan Capistrano. Crows circled the blackened earth looking for seared animals to feast on. The smell of smoke lingered in the air.\\n\\n“We lost our beaches and our trails within two weeks,” resident Rebecca Schwarz lamented as she stood with her partner, Todd, and their border collie, Bodie, surveying the Norte fire’s damage.\\n\\nThe blaze, fanned by strong Santa Ana winds, burned across 570 acres and destroyed at least six homes in San Juan Capistrano. Many residents in the rugged, shrubby hills have spent years preparing for such a fire. Few expected it Friday.\\n\\nIn fact, just days earlier, the remnants of Tropical Storm Rachel had slammed the coastline and dumped rain over the region — although not enough to significantly moisten the bone-dry vegetation.\\n\\n“It was windy, but there were mountain bikers and there were runners up there all morning,” said Todd Schwarz on Monday, gesturing to the trails around Patriots Hill, where a flag planted long ago by a Boy Scout remained standing.\\n\\nBefore the Norte fire erupted, much of the city’s attention had been fixed on the coast. Residents have been bracing to see what El Niño has in store this winter after an active hurricane season that has dramatically reshaped many of Southern California’s most famous beaches, including in San Clemente and adjacent Capistrano Beach.\\n\\nThe National Oceanic and Atmospheric Administration’s Climate Prediction Center has said there’s virtually a 100% chance that the El Niño this season will be categorized as “very strong.” There’s also an 83% chance that this El Niño will be the strongest on record, going back to 1950.\\n\\nAlthough many are breathing a sigh of relief with the fire under control, a new risk is emerging: mudslides. Roots that held the soil in place have burned and the vicious flames seared the dirt, limiting its ability to absorb water.\\n\\nSome houses in the neighborhood already had piles of sandbags sitting on their front porches.\\n\\n“Now El Niño is hitting us, and so now, what, do we have to worry about mudslides now?” said Suj Naran, a resident of about 10 years. “That’s our concern now.”\\n\\nEven if it doesn’t result in torrential rain, El Niño can still wreak havoc on the coastline.\\n\\nBeaches typically go through a seasonal cycle with powerful winter waves dragging sand out to sea and more mild summer waves depositing the sand back onshore. But El Niño winters generally bring even stronger waves, resulting in more sand loss and erosion.\\n\\nAlong San Clemente’s 4.7 miles of shoreline, coastal erosion has been a persistent and expensive predicament.\\n\\nErosion and slope damage have also caused problems over the years for one of California’s busiest rail corridors used by commuters via the Pacific Surfliner and Metrolink and freight operations.\\n\\nIn January 2024, a landslide above the railroad sent soil and debris crashing onto the tracks at Mariposa Point, destroying the city’s pedestrian bridge and beach trail and temporarily interrupting rail service. The Orange County Transportation Authority and Metrolink constructed a 200-foot-long wall to allow service to resume and moved ahead with a project to enhance protection along Mariposa Point.\\n\\nHigh tides over the summer resulted in train cancellations and emergency repairs to the rail line. The transportation authority is finalizing a study in the coming weeks that evaluates strategies for protecting the seven miles of railroad through Dana Point and San Clemente for the next 30 years.\\n\\nBut the effects of coastal erosion have been most evident at the beach. Without natural sand reaching the beaches, high tides and large surf have resulted in entire beaches being covered with water, cutting off access.\\n\\nIn 2024, the city added about 200,000 cubic yards of sand near the pier and 37,000 cubic yards just up the coast at North Beach, the first step in what will be a decades-long process of restoring the beaches. The effort was successful in widening the beach and protecting infrastructure including the city’s marine safety headquarters, but it was just a fraction of what will be needed long term, according to the city’s coastal strategic plan.\\n\\nCoastal engineers estimate that it’ll take millions of cubic yards of sand to fully replenish the city’s coastline. For a small city, funding for such projects remains an unanswered question, officials said.\\n\\n“San Clemente doesn’t have car dealerships and Costcos and big hotels — all the nice revenue-generating entities that other cities have,” Mayor Rick Loeffler said. The multimillion-dollar replenishment project in 2024 was funded through a joint effort by the federal government, the city and the state, which stepped up to cover a portion of San Clemente’s costs.\\n\\nNext month, residents will vote on whether to approve a 1% sales tax increase for 10 years to fund sand replenishment projects, beach erosion control and fire protection services. A similar ballot measure in 2024 that would have funded sand replenishment, but not fire prevention, failed to reach the two-thirds majority it needed to pass.\\n\\n“We’ll see what happens,” Loeffler said of the ballot measure. “It’s kind of timely with this fire that just happened. It reminds people that the fire situation is actually going to be worse than the sand replenishment if we get a big fire that comes through our canyon.”\\n\\nMuch of San Clemente’s hillside communities, past the 5 Freeway, are classified as being in high or very high fire hazard zones, according to the California Department of Forestry and Fire Protection.\\n\\nThe city has already deployed goats to chomp away at invasive brush along the hillsides, but Cosgrove, who wrote Measure M, said more work is necessary to protect the community.\\n\\nThe ballot measure will provide funds for staging air assets and firefighters during high-wind events to knock down potential fires quickly, remove highly flammable nonnative vegetation from about 5,000 acres of open space and replace them with native plants. The measure would also allow for m\\n\\\"\\\"\\\"\\n\\nFAITHFUL-DERIVATION RULES (hard):\\n- Report ONLY what the source material above supports.
